I just checked the disputed states - his total ASSUMES that he will win AZ, NV, GA, AND PA. Without PA alone, he is just at 270. If ANY of the others that are very close, and entitled to a recount, go to Trump, then a win on PA puts Trump in contention. He may not get a 270, but it goes to the House, where each state only get ONE vote.

So, Trump would win.

The Dems are making a pre-emptive strike, in the hopes of persuading Trump to give up.
